Director of Compliance - Florida

  

Role Mission: The Director of Compliance ensures that IDEA Florida is meeting expectations for future growth in Florida by remaining in good standing with each of its local school district authorizers and the Florida Department of Education. The FDOC manages strong relationships of trust with our authorizers and can navigate challenging situations because of his/her knowledge, rapport, and ability to both individually execute and manage others to execute against deadlines. 

 

This individual will inform, educate, create systems of accountability for employees and teams, and review submissions to the authorizers and the Department.  The Director also leads risk identification and paths to improvement in partnership with the Executive Director to ensure compliance.  The FDOC ensures teams within Florida and on the national teams at IDEA/IPS understand requirements, have the tools to appropriately execute regulations, and monitor requirements appropriately to completion. He/she approaches the work with a spirit of collaboration, continuous improvement, and high expectations for excellence. 

 

What You’ll Do – Accountabilities  

 

1.       IDEA Florida meets and appropriately responds to 100% of authorizer and Florida Department of Education reporting deadlines and inquiries

  • Develop robust understanding and expertise of authorizer requirements across Florida for reporting and submissions
  • Manage internal calendars for Florida’s team and IDEA’s broader team to support teams with meeting submission requirements
  • Partner with departments like Internal Audit and FL Counsel to review submissions on behalf of Executive Directors and IDEA Superintendent prior to submission
  • Ensure IDEA remains in good standing with authorizers and with the Department by mitigating risk on the front end of submissions
  • Create and actively manage towards internal deadlines against external ones to ensure time for feedback and corrections prior to submission to authorizers
  • Provide internal guidance and review of correspondence to authorizer and the Department around desk reviews, audits, and complaints
  • In partnership with greater Authorizer Relations team, maintain a tracker of correspondence and complaints and manage teams to rectify matters; create quarterly analyses of areas of concern based on complaints that are developed
  • Manage risk mitigation by proactively identifying areas of risk, gaps in protocol or adherence to compliance with state and local authorizer requirements

 

2.       Manage and complete annual, recurring projects related to having compliant operations while streamlining experience for internal stakeholders, aligned with standard procedures for Authorizer Team

  • Conduct annual website review against all requirements
  • Serve as Florida partner captain for student handbook revisions
  • Partner with HR team, FL Team, and Governance team to ensure appropriate annual training requirements are in place for FL board members and staff
  • Provide regular updates and serve as the celebrator of “sweating the small stuff” in the entity on deadline completions and compliance
  • Partner with Operations team on school security requirements and ensure decisions align to requirements
  • Partner with Executive Directors, Schools Team, Program Team, Finance Office and others to ensure they have a comprehensive understanding of attendance, scheduling, and class size ratios for appropriate execution on these requirements
  • Partner and motivate through influence business office and information systems representatives on critical deadlines related to funding, audit reports, and financial deliverables

 

 

 3. Manage project plans for implementation and execution of policy and new regulatory/legislative impact.

  • Partner with Authorizer Relations Team, and Executive Directors to understand legislative session evolution to manage impact and create project plans for implementation of new policy, as required
  • FDOC is not responsible for the execution of legislative changes, but ensuring other individuals are given the tools, frameworks, timelines and resources for implementation
  • Ensure completion of project plans aligns to the frameworks and procedures established by national team for consistency
  • Submit comments on behalf of IDEA regarding rule changes, with legal support provided through Executive Directors
  • Provide knowledge and support to teams in implementing plans, as necessary
  • Identify external trainings for teams to attend regarding regulatory changes
  • Recommend external trainings for FL team and others
  • Attend and represent IDEA FL leadership as requested at external meetings and events
  • Ensure project plans exist for implementing required changes
  • Hold others accountable to implementation plans, reporting to Executive Directors as needed

 

4. Create and execute programmatic implementation and compliance reviews to minimize risks to Florida

  • Partner with Executive Directors and Regional Leadership Teams to identify programmatic or functional areas that require compliance reviews
  • Create compliance review plan
  • Conduct review and create report with recommended actions, timelines, and owners
  • Ensure thorough understanding of state and local requirements in areas to design and execute a compliance audit
  • Prepare and cascade audit findings to support teams in developing corrective action plans
  • Provide knowledge and support to teams in implementing plans, as necessary

 

 

Supervisory Responsibilities:  

  • This role does include dotted line or co-management of regional staff as assigned by leadership aligned to compliance and risk priorities

Qualifications: 

  •        Education:  Bachelor’s degree required 
  •        Experience:  At least 7 years of Florida charter school compliance experience  

 

Knowledge and Skills: 

  •        Knowledge of Florida charter school authorization 

 

What We Offer:

 

Compensation & Benefits: Salaries for people entering this role typically fall between $91,100 and $112,900, commensurate with relevant experience and qualifications and in alignment with internal equity. This role is also eligible for a performance bonus based on organizational performance and goal attainment.

* IDEA may offer a relocation stipend to defray the cost of moving for this role, if applicable.

 

Travel: Up to 30% at the busiest times of year – additional travel may be required based on regional need.
